Robert
B. Laurence, President
LYCEUM was founded in 1998 by
its President and CEO, Robert B. Laurence. His involvement with
technology has encompassed more than 25 years of industry service
including top executive positions with Oracle, PRC and Novadyne
Computer Systems.
Bob has considerable experience with acquisitions and building
knowledge-based businesses:

Serving as President and CEO of Novadyne Computer Systems,
a $75 million national, multi-disciplined technical services
firm, Mr. Laurence organized the firm's finances and operations,
led the creation of a new Fortune 500 customer base, and
positioned Novadyne for aggressive growth prior to its sale
to a large strategic buyer.

While President of the Commercial and International business
groups at PRC, the $700 million subsidiary of Black & Decker,
he was responsible for 1,200 people and $170 million of
revenue. He reintroduced PRC to the international marketplace,
establishing successful new activities in Taiwan, Japan, the
United Kingdom, and Australia. He led the reengineering of PRC's
Realty Systems subsidiary and recaptured both market share and
profitability.

As President and founder of Oracle Complex Systems, he conceived
of and built a new independent IT systems integration subsidiary
for Oracle Corporation. Through a combination of acquisitions
and internal growth, the organization became a visible force
in the imaging systems marketplace, contributing over $30 million
in revenue to Oracle after only two years. The subsidiary was
recognized as a leading imaging solutions provider and among
the fastest growing companies in Northern Virginia.

As past chairman of the Information Technology Association
of America ("ITAA" - The 11,000 member IT Association
which represents the American High Tech industry) developed
unique relationships with hundreds of IT service and product
companies as a result of his position and ongoing participation.
He is also the Chairman Emeritus of the World Information Technology
Services Alliance (WITSA - The global voice of the IT industry).

As a community leader through board-level and committee participation
such as industry representative to the General Services Administration
and the Advisory Board for creating a Technology Blueprint for
the Commonwealth of Virginia. He also served as a member of
the Governor's Task Force on Workforce Readiness and the Fairfax
County Public School District Superintendent's Business and
Industry Advisory Committee.

as: "The Process of Selling to the Federal Government"
(World Congress, Japan, 1994) and "Evolving to Meet the Emerging
Technology Services Needs of Today's Customers" (World Congress,

Earl Wells, Vice President
With more than 30 years experience in Information Technology, Earl
Wells has served in capacities as varied as system analysis and
design, application software development, systems integration, and
implementation/post-implementation support services. He has devoted
his entire career to serving in increasingly responsible positions,
either as a state government employee or as a service provider to
government agencies, including management roles in major corporations.
A summary of Mr. Wells' professional experience is below:

As a Vice President of Lyceum Network Integration & Professional
Services, LLC, Earl is responsible for business development,
and project technical performance for government and commercial
contracts. He participated in the transition and start-up of
most Lyceum projects including the SEC project and the initial
Department of Education project. He also managed projects in
the education market including the Virginia SOL on-line testing
project and the Lanier Middle School work.

While serving as General Manager/Federal Region for Novadyne
Computer Systems, Earl managed the company's business with Federal
government agencies and system integrators that provide products
or services to the government. Earl was responsible for business
development, contract administration, and technical performance.
In addition, he received training and certification as an ISO
9001 Auditor and participated in ISO audits.

As Vice President/Public Sector Division for PRC, Earl was
responsible for managing several new business initiatives including
a document imaging enhancement to PRC's existing police records
systems and re-entry by PRC into the Food Stamps electronic
benefits transfer marketplace.

While Program Director/State & Local Government for Oracle
Complex Systems, he was responsible for integrated systems project
delivery activities with state and local government agencies.
Earl managed large-scale document management system development
and implementation contracts for multiple states.

Serving as Group General Manager for Systemhouse, Earl managed
contract delivery for system integration services to Federal
government agencies. Earl was awarded Business Center Manager
of the Year in 1987 for managing the delivery of a $32 million
contract for a budgeting system for the Department of the Navy.

As Regional Manager/Human Services Systems for EDS, Earl was
responsible for six custom application system development projects
to install and operate systems for state agencies. Each system
was designed to operate in a centralized online environment
and utilized relational database management systems.

As an employee of the State of North Carolina, he designed,
developed, implemented and managed the operation of systems
for state administered entitlement programs.

Hugh Douglas, III, Vice President
Senior executive with experience in facilities management, WAN/LAN
telecommunications, purchasing and travel departments, corporate
real estate and risk management administration. Specializes in enterprise-wide
cost containment and reduction through skillful planning and management
of vendors, contractors and consultants. Mr. Douglas' major accomplishments
included:

Participated in numerous contract transitions providing full
administrative support.

Implemented frame relay WAN network in partnership with a major
supplier.

Negotiated and managed telecommunication arrangements that
improved service and reduced costs.

While at Novadyne Computer Systems, he led risk management
efforts and reduced costs by over $260,000 annually.

Negotiated national supplier contracts to provide for better
service, automated supplies and flexible supply arrangements.

Extensive experience in the management of real estate commitments;
reduced Novadyne's rent role by $6.1 million annually over a
five-year period.
