5.0 LABOR CATEGORY DESCRIPTIONS
LYCEUM will help customers meet their enterprise network needs
through a range of products and services, which include: 
System Design, Implementation & Support
- As businesses grow and technology changes, LYCEUM engineers will
assist customers in designing, implementing and supporting their
information technology solutions. 
PC Technician 1
Maintains, analyzes, troubleshoots, and repairs computer systems,
hardware and computer peripherals. Documents, maintains, upgrades
or replaces hardware and software systems. Supports and maintains
user account information including rights, security and systems
groups. Has knowledge of commonly-used concepts, practices, and
procedures within a particular field. Relies on instructions and
pre-established guidelines to perform the functions of the job.
Works under immediate supervision. Little creativity is required.
Typically reports to a project leader or manager.
Minimum Education: High School Diploma
Experience: 0-3 years of general experience in the field or in a
related area.
Certifications: None 
PC Technician 2

specialized experience.
Certifications: CNA, CNE, MCP, MCSE, etc. 
Software Engineer 1
Designs, modifies, develops, writes and implements software-programming
applications. Supports and/or installs software applications. Participates
in the testing process through test review and analysis, test witnessing
and certification of software. Has knowledge of commonly-used concepts,
practices, and procedures within a particular field. Relies on instructions
and pre-established guidelines to perform the functions of the job.
Works under immediate supervision. Little creativity is required.
Typically reports to a manager.
Minimum Education: High School Diploma
Experience: 0-3 years of experience in the field or in a related

Software Engineer 2

Hardware Engineer 2
Provides analysis related to the design, development, and implementation
of hardware for products. Develops test strategies, devices, and
systems. Familiar with a variety of the field's concepts, practices,
and procedures. Relies on extensive experience and judgment to plan
and accomplish goals. Performs a variety of tasks. May lead and
direct the work of others. A wide degree of creativity and latitude
is expected. Typically reports to a manager or head of a unit/department.
Minimum Education: Associates Degree or Formal Accreditation (e.g.
Sun Competency 2000, Compaq Accredited Service Technician, etc.)
Experience: 4 years of general experience and 2 or more years of
specialized experience.
Certifications: Sun Competency 2000, Compaq Accredited Service Technician,
etc. 
Systems Administrator 2
Responsible for installing, configuring, and maintaining operating
system workstations and servers, including web servers, in support
of business processing requirements. Performs software installations
and upgrades to operating systems and layered software packages.
Schedules installations and upgrades and maintains them in accordance
with established IT policies and procedures. Monitors and tunes
the system to achieve optimum performance levels. Ensures workstation/server
data integrity by evaluating, implementing, and managing appropriate
software and hardware solutions. Ensures data/media recoverability
by implementing a schedule of system backups and database archive
operations. Supports media management through internal methods and
procedures or through offsite storage and retrieval services. Develops
and promotes standard operating procedures. Conducts routine hardware
and software audits of workstations and servers to ensure compliance
with established standards, policies, and configuration guidelines.
Develops and maintains a comprehensive operating system hardware
and software configuration database/library of all supporting documentation.
Minimum Education: Associates Degree or Formal Accreditation (e.g.
Sun UNIX Administration)
Experience: 4 years of general experience and 2 or more years of
specialized experience.
Certifications: Sun UNIX Administration or other similar certification 
Web Specialist 2
Designs, develops, troubleshoots, debugs, and implements software
code (such as HTML, CGI, and JavaScript) for a component of the
website. Works with graphic designers and other members of a project
team to develop the site concept, interface design, and architecture
of the website. Responsible for interface implementation. Requires
strong navigation and site-design instincts. Typically requires
college degree in computer science or related field, and developmental
experience in web-based languages.
Minimum Education: Associates Degree or Formal Accreditation (e.g.
Java, CGI, etc.)
Experience: 2 - 4 years of general experience and 1 year of specialized
experience in the field.
Certifications: Java, CGI, etc. 
Help Desk Specialist 1

Project Manager 3
Responsible for all aspects of the development and implementation
of assigned projects and provides a single point of contact for
those projects. Takes projects from original concept through final
implementation. Interfaces with all areas affected by the project
including end users, computer services, and client services. Defines
project scope and objectives. Develops detailed work plans, schedules,
project estimates, resource plans, and status reports. Conducts
project meetings and is responsible for project tracking and analysis.
Ensures adherence to quality standards and reviews project deliverables.
Manages the integration of vendor tasks, and tracks and reviews
vendor deliverables. Provides technical and analytical guidance
to project team. Recommends and takes action to direct the analysis
and solutions of problems.
Minimum Education: Bachelors Degree
Experience: Requires at least 7 years of general experience and
3 or more years of specialized experience.
Certifications: (PMP, TQM, etc.) 
EXPERIENCE DEFINITIONS
1.1 GENERAL EXPERIENCE
General Experience refers to the minimum of years required in Information
Technology (IT). This experience must have been obtained within
the most recent 15 years.
1.2 SPECIALIZED EXPERIENCE
Specialized Experience refers to the minimum number of years required
related to the particular appropriate skills for a labor category.
This experience is not in addition to, but may be part of the minimum
experience required in General Experience. This specialized experience
may require education in specific studies and/or formal accreditation
in an IT related discipline (e.g. Certified Novell Engineer (CNE)
or Microsoft Certified Engineer (MSCE).)
1.3 SUBSTITUTION OF EDUCATION FOR EXPERIENCE
An Associate's degree may be substituted for one year of general
and specialized experience for those labor categories requiring
a high school diploma. A Bachelor's degree may be substituted for
two years of general and specialized experience for those labor
categories requiring a high school diploma. A Master's degree may
be substituted for three years of general and specialized experience
for those labor categories requiring a high school diploma. Formal
accreditation in an area closely related to the statement of work
may be substituted for one year of general and specialized experience
for those labor categories requiring a Bachelor's degree. A Master's
degree may be substituted for two years of general and specialized
experience for those labor categories requiring a Bachelor's degree.
1.4 SUBSTITUTION OF EXPERIENCE FOR EDUCATION
The labor category description provides the minimal degree required
to qualify for each labor category. Experience may be substituted
for the minimal degree depending on the number of years and nature
of the experience. Seven (7) years of general and specialized experience
may be substituted for the next degree. However, no experience substitution
is allowed for a High School Diploma, Associate's Degree or Formal
Accreditation. The allowable substitutions are as follows:
High School Diploma plus 7 years
= Bachelor's Degree
High School Diploma plus 9 years =
Master's Degree
Bachelor's Degree plus 3 years =
Master's Degree
